A MILDURA developer says bureaucratic red tape has plagued a "prime" parcel of land at Irymple that could help to ease the region's housing shortage.

The Irymple Avenue land has lay dormant for the past five years despite being "shovel ready" and requires rezoning from farming to residential for the proposal to move forward.
