MILDURA Rural City Council has joined all 79 Victorian councils in complying with the average rate cap of 2.5 per cent set for 2019-20.

The Essential Services Commission, which oversees the rate cap system, reports annually on whether councils have complied with the average cap set by the Minister for Local Government.

It's the first time in three years that all councils have agreed to the cap.
