ONE of the key figures behind the establishment of Australia’s water trading system says governments, not the market, must be responsible for protecting the health of the river system.

The death of a million fish in the Darling River has sparked criticism of the production of waterintensive annual crops like cotton in the Murray-Darling Basin.
