WHEN Helen Healy was first announced as a successful Mildura Rural City Council candidate during a by-election five years ago, she was undertaking a leadership program in India.

She had 24 hours to accept the nomination, and after some brief contemplation decided to take on the challenge of becoming a local government representative.
