THE northern Mallee health master plan, still not public, does not recommend that Mildura receive a new hospital development.

Mildura has been left waiting after the Victorian Government pledged more than $1 billion to redevelop hospitals at Albury and in West Gippsland, and to expand Monash Medical Centre, in the
