AN information and communications technology expert who based his 2020 Mildura Council election campaign platform on transparency, honesty and common sense has won the countback to fill the vacancy created by the resignation of Cr Cyndi Power last month.

Troy Bailey finished in 11th place on first preferences at the October 2020 election with 3.6 per cent, behind Katie Clements with 4.92 per cent of the first preference vote.
