CALUM McKinnon is on a mission to expose what he says is a lack of transparency and holes in Mildura Council's internal complaints process.

He wants his "shambolic" three-year experience with the council over a plan for a shared path in front of his business to lead to a major improvement in how ratepayers are treated.
