FIRST time Mildura Rural City Council Mayor Cr Helen Healy has vowed to not let the community down as she begins her time in the top civic post.

Cr Healy last night held off a challenge by 20-year local government veteran and seven-time mayor Cr Glenn Milne, while Cr Ali Cupper, who returned to the council chamber after a stint in State p
